The development cooperation necessary.

Development cooperation navigates between hits, paradoxes and contradictions, in the complicated waters of neoliberal globalization. These are times that you apply that “not only about doing things well, but wonder if what we do is what we really need to do.” My activity has been quite peripheral to this area and some do not feel authorized to write on the subject. However, some years ago that presiguen me some ideas on national and international cooperation in recent times I’m closer to real practice, so to throw for a debate that, as I noted in the field of cooperation , stoking interest among us. Building on the notes prepared for a meeting, synthesize three ideas on the approach to, in my view, cooperation Basque has the opportunity to take: 1) Start with what we have to share to begin with the idea graphically, in addition to asking how much money we have to give? one must ask what we have to share experiences? What we offer as an organization, such as history, as experience, which may be susceptible to a two-way flow with the experience of development of our current projects? I think that this means making an effort to introduce another perspective on cooperation. It leads us to make an effort to discover us to ourselves as the focus of experience. Approach the two-way flow from that which we are doing and we want to share. This prespective should function as an antidote to the handouts, that we try to take handouts chameleon with different languages, but that surfaces in the bottom of the cooperation. This little world where we are, has, for example a long and dense development experience of struggle and identity. It is a field that offers many possibilities for two-way cooperation. This bidirectionality
than rhetoric, because cooperation is also needed for tracks, accomplices of horizons, to share experiences with other struggles in the same direction. The world of cooperation is under construction, is the fact that they needed and mobilized what makes it possible to share from a mutual need, above handouts. There is, for example, a social movement where we walk. A movement that has created social organizations of all types in response to different facets of development and linguistic identity, from business to media and networks of local partnerships. Today the social organizations of friendship and cooperation are a diverse network of agencies and coordinators, and many thousands of jobs created in these organizations, a turnover of billions of dollars a year, and about 250,000 people involved as partners . This diverse network has a huge potential for exchange of experience with all indigenous peoples of the planet. Reef is a vast potential for cooperation both in geographical space and in time, as in any forms. This huge potential is latent, untapped, and what little has been done in this regard, we note that opened a broad field and it exceeded that subtle injury of dignity felt by indigenous peoples to be assisted by NGOs and agencies. I think I can say I’ve lived in many ways the effectiveness of exchange processes, the complicity of being understood as “native” of Europe, and note that it has reached a qualitatively different level of relationship. The experience of identity development is an example, one dimension of what seeps in the different villages. And is not the only, our society is also the focus of practice of other things. For starters so close to me, has a unique cooperative experience, has a civil society with its own characteristics … I believe that a policy of global cooperation has to be aware of what this society oozes, and direct cooperation towards the best we have to share with all peoples. This is to have a policy of cooperation itself. I really think we have to start from there to think our cooperation. Moreover, I think from there we can only overcome the endemic verticality (part of the religious motivation or partnership) that has the bulk of our cooperation and contradictions that entails growing strongly. I am not proposing a complete change, and I think we must start to value all that much done, but I believe that our cooperation can be oriented much more of what is to what we have to share.
2) Fostering self-management by processes of some voices and social movements worldwide are being challenged in part the role of NGDOs, agents and development funds in the current order of things. It is criticized that many actions of cooperation may relegate even weaken the processes of social transformation and democratic self-management key. It can provide an alibi for neoliberal processes of dismantling the State and its public services that is occurring in poor countries, working as substitutes and client agencies. And above all, may assume a new form of handouts, while showing the faces are acts of “solidarity” of the affluent society, in a timely manner, media and calming. In short, carries the risk of channeling critical consciousness of society towards a proactive and patcher handouts rather than to a critical transformation of the problems and their causes. What kind of boost cooperation in this context? They are giving interesting reflections by NGDOs more self-critical and alternatives. Still doubts and misgivings, there is the opportunity to accompany the self-management processes, processes of endogenous development in key democratic identity, ecological self-organization. According to this line, I think we should focus increasingly demanding cooperative energies really self-management processes. And that self-management, impact on the economic side of the self as a spring essential for endogenous development with minimal credibility. I think some reflection on the triad of state-market-community, and lay within that equilibirio, by processes of self-managed communities. Fortunately, it appears that the discussions which are taking place around popular economies in this direction, so that does not abound in this second point. 3) Make accomplices, the lifeblood of our society there is an emerging debate over by what organizations need to channel cooperation: through NGDOs and public institutions, or giving out other actors such as universities and companies. I think the debate is of your interest, somewhat misleading and deeper implications than it seems at first sight. On the one hand, I think a healthy distrust doubt the business and academic interests in the face of cooperation. I think so there is a risk (and indeed it incurs) to fund non-priority programs. It is often difficult to distinguish between cooperative interest or corporate and business interests. Of course, if we say that the risk is to fund non-priority programs, we must ask by what criteria we set the priority. Actually, the key to an alternative cooperation is not in the northern cooperative type agent, but in the care or bidirectional character, the type of agent south
in connection with endogenous popular and alternative processes. That’s where you have influence, regardless of whether the agent is an NGO in northern or some other type of organization. I argue that it is important to engage the forces of the society in cooperation. I know that I go into a dangerous area where there are some interests. But managing a clear thesis that cooperation worthy of the noun, an alternative cooperation, agents must involve the active forces of our societies. We can develop cooperation as a specialized field, an autonomous area, where specialized organizations channeling funds to the public and private hands put in circulation as a separate assessment. I think it is wrong to suggest cooperation only as a matter of NGDOs and public administrations. And I think so for reasons that touch the very essence of cooperation choice: should be an alternative not only in the south but also in the north. I quote the reasons: a) The cooperation not only should, but it is to promote changes both in the societies of South and North. I think the need to operate a change in the northern societies should not be argued at this point. It should not be argued, nor need too much that illustrate NGOism project manager carries the danger of not affect (or do so marginal and testimonial) in any of the foundations of society, and channel solidarity in a very comfortable for the very affluent society. You have to inoculate the virus of cooperation to the living forces of society. Do protagonists of cooperation – each level you can, trade unions, organizations and social movements, universities, the education system. They put the chip of cooperation, which is composed in its metabolism, share experiences, be open to that reality, with specific programs, with specific bidirectional links, where there can be a huge range. This route has its problems but the route to take. It has a north: is this society which has to evolve and is deeply in our social circuits where you have to introduce the topic and practice. And that is not channeling funds to the South through projects. It is a utopian discourse and cooperation involved in the active forces of society. Agreed. It is, as always, to direct efforts to where they can begin. Let’s start with the organizations most likely and most multipliers: the educational system, universities and social organizations in this area called third sector or civil society, which in our case offers many possibilities. b) The second reason concerns the first idea of this memo. A cooperation that is part of what brings these people to share, as it is easy to understand, that are the lifeblood of this
society actors that two-way flow. I will not delve into this aspect, because before I tried to draw from the example of social lorganizaciones. I imagine many organizations with their own cooperative dimension, programs or activities included two-way cooperation in an increasingly more natural in their metabolism and function. Bringing this issue to its annual agenda. I can easily visualize their own cooperative dimensiión to virtually all organizations in which I participated. I will not enumerated, but even the most peripheral and rare for me in which I participated as an integral member. c) A third reason for arguing the interest of involving the forces of the society in which cooperation is that it opens new funds, new energies, possibilities and horizons. It is also important. It is not just to compete for all funds (especially public) already exist, but to switch to new sources of financing new energy and human and organizational cooperation.
And new ideas.
